This “art installation” featuring giant inflatable tentacles coming out of Building 611 at the Philadelphia Naval Yard is the creation of FilthyLuker and Pedro Estrellas (Luke Egan and Pete Hamilton.) The duo has created similar displays in the past, but this is their largest one yet.
